Home Palliative care – a model to increase accessibility of PC for people in Ukraine (based on example of Precarpatian region)
 
Background
Ukraine is a country with a high need for Palliative Care (PC). According to the data of “Ukrainian League of Promotion and Development of Palliative Care” it is received only by 10% of those who need it. The provided care is mostly in the form of inpatient hospices. We do not have best practice of Home Palliative Care (HPC) in Ukraine yet. That is why we decided to conduct a study – which model of HPC will be the most optimal for patients and care providers on using the example of the Precarpatian region of Ukraine, which has limited resources. Factors such as increasing mortality, morbidity, high migration of the working age population (data of the Central Statistical Office of Ukraine) has led to an increased need for PC. How to do it, given the lack of specific funding for Ukraine and simultaneously preserve the basic principles of PC?
 
Methods
Retrospective data from the statistical office of Ukraine and Precarpatian region, analytic statistical methods, literature overview – European experience in HPC
 
Results
Local authorities understand and support HPC development in the region. Conduct observation of different models of HPC – how is HPC provided in 2 EU countries of similar development – Poland and Romania. Develop concept of HPC in Precarpatian region based on experience of HPC in Romania and Poland and taking into consideration local situation and conditions in Ukraine
 
Conclusion
Developing a concept of HPC based on a study of the Precarpatian region (that has limited financial resources and high migration of the workforce) will ensure accessibility of PC. The European experience shows that HPC can improve the availability, timeliness and quality of the provision of PC.
